So this design looks very efficient on paper, I haven't tested around with teleporters and such If you're going for max efficiency it's definitely better than using a hoik walkway I don't think you need the jungle or water candle, with an underground desert in the cavern you already have a 1 60 spawn rate

The only fix is to simply dig out the bottom of your ocean to create more space beneath the farm where for mobs to spawn in Note that, even though this will create more water because of all the falling water blocks, you will still need to at least extend the sloped area downwards, and pour more water into the killing area to let mobs reach you
