Well it seems you have eliminated the motor encoder so the next most likely suspect is the drive? There is also a possibility that the encoder input on the controller has a problem, but I would suspect the drive first

Sounds like it could be an encoder motor problem First thing I'd check if it has them is the limit reference switches Those switches on the tables have a tendency to get gunked up Check the plastic multi-pin connections, first at the servo end and then at the electrical cabinet end

Your fault indicates a fault in the regen circuit of the drive It may just need a new regen resistor fitting (the odd looking white block under the main board) or it may need a new control card If it is swapped, it'll need the signal voltage setting up and the zero offset adjusting
