They aren't violating any laws or rules, there unlocking policy is 40 days and same for any company you must have the account information in order to access it to be able to unlock it, same with sprint, boost, ANYONE, they are two different companies that's why you can't use a locked t-mobile phone on metropcs and a metropcs phone on t-mobile, once it's unlocked you can use it anywhere
