No it does work, what most likely happend is that the game had an update patch in the time you had the download paused If that happens and the download starts again Steam checks the download files version and if it finds newer files ( because of the patch) he will delete the old ones and start from the beginning Can be quite annoying

My Steam downloads games at around 50mbps and jitters a lot (quits downloading and starts downloading again at random) and I know it's not my internet as I've done multiple speed tests on multiple websites and they all come down to around 700mbps download and 500mbps upload, it's been like this since I've gotten my laptop (October 11th) I've followed every instruction on help websites and

I've had a problem with slow Steam downloads for years I get 800-1000mb s download speed through ethernet, yet my Steam downloads peak at about 10mb s I've tried changing my download server region to no avail, and I could not be physically closer to my default server of Seattle lol
