Bally uses 7 3VAC for the general illumination and rectified 7 8VAC voltage that being 5 4VDC for the switched illumination two completely separate transformer windings LED's alone don't 'sink' enough current to hold the SCR's in an ON state, so adding resistors creates the extra voltage drops the SCRs need to turn ON
