20 psi is definitely too low Have you allowed the pump to run long enough to fill the filter? Another test that is indicated with low fuel pressure is to clamp off the return line and run the pump If the pressure is still too low, that indicates that the pump is bad

Key on engine off the fuel pressure should be 55-62 psi Try the key off and on several times to see if it goes up After the pump stops (key still on) the fuel pressure may vary, then stabilize Once it does watch the fuel pressure for 1 minute, the fuel pressure should drop no more than 5 psi

Have you checked Haynes or Chiltons? I'm almost certain my Haynes manual had the fuel pressure spec listed For my '98, the fuel pressure should be ~60 psi I assume it would be the same for your '01
