I think Homelander's dialogue and reactions about Black Noir are sincere - he appreciated Noir for being loyal and obedient, and simultaneously cared about him for being the only person he could trust (which taking into account how Homelander reads people's bodies and sees through his mask and whatnot seems like a true statement on his part)
