Hybrids are intrinsically more complex than a gas only vehicle for the simple fact that they are gas only vehicles with an entire extra propulsion system added on For every gas-only part a hybrid car may remove, it adds on another in its place

The thing you're missing is that hybrids generally use Atkinson-cycle engines, which are more efficient for a given displacement but lack low-end torque, which can be filled in by the electric motor The ICE portion of hybrids is more efficient than most gas-only vehicles
