When I travel in Europe I use a Capital One Debit Card that is tied to my Capital One 360 checking account Normally I have all of my money in the Capital One money market interest earning savings account When I am ready to travel I transfer funds from the savings to the 360 checking account to make them available to the debit card

Your bank (Capital One or any other) cannot do anything about the fee charged at an ATM by the ATM owner (unless if is one that refunds ATM fees) It shows up apart of the transaction amount So if you get €100 and they charge €5 for ATM access fee, your statement will show a transaction for €105

The benefit to using Allpoint ATMs when available to you in the US is you do not get charged a fee by the ATM Most ATMs in the US like to charge users fees so this can add up to a large savings if Capital One is your primary bank and you get cash a lot Since ATMs charging fees to you is very rare in most of Europe, it is nothing to worry about

The search screen on Capital One's website includes the Allpoint logo, and yet I couldn't get search results for within the UK If you don't have the Capital One card yet, I would question them about their network availability If you bank somewhere else, your bank might very well belong to an international ATM network as does mine

I just opened a 360 checking and have used the card in bank ATMs in Italy and Netherlands with no issues I also bring backup cards - USAA and a local credit union - both charge no fees Capital One also no longer needs travel notifications and I’ve never had a problem getting through to them

The problem is that the charge never reaches the bank's systems, so there is nothing the bank can do to "unblock" or otherwise bless the transaction The 3-D Secure system blocks it before it goes to your bank The bank has nothing to do with it If you found a way past this on the SCNF website, great
