TLDR: Yes Ursaluna can be a ribbon master, it just can't get literally every ribbon Personally I'm working on getting a set of ribbon master Regis right now (another Pokémon that can't quite get all ribbons since the original three can't go to legends arceus) and I would highly recommend giving the quest a go, it's difficult but very fun!

Old thread but incase anyone else stumbles across this, I found this double sided tape which has a centre foam like layer I cut a really small piece on top of the ribbon cable while it was in place and stuck another piece on top pinning down the smaller piece when I put the laptop shell back on it the pressure of the shell holds the tape down so there's absolutely no movement in there once it

Umbreon, you can get every ribbon except the National Ribbon, as it is impossible to get a shadow Umbreon on either XD or Colosseum You can get a shiny Eevee in XD, but it is a non-shadow Every other ribbon is available on shiny Umbreon (as well as the other shiny Eeveelutions) so long as the Eevee is received caught bred in any Gen 3 game
