I have made a clean installation of Vista Ultimate on a logical drive The system is crashing at startup or soon after A blue screen appears with error: DRIVER_IRQL_NOT_LESS_OR_EQUAL

Because you don't need to be, and you shouldn't be on a day to day basis anyway Windows 7 (and Vista before it) makes it far easier to elevate commands from a Standard User account without having to either run as or log into an Administrator account If that is not what you are asking about then you need to clarify your question
- Only some files and folders show up in Homegroup
The issue I am having is that when I navigate (on the TV's) to the folder (on the PC) that contains the files, *some* files show up in this folder, some do not For example, right now there are 5 files in my DVR folder, all shared with HomeGroup (I added the 'Shared With' field in Windows Explorer so I can easily see) Of these 5 files, only 3 show up when browsing files on the PC from the TVs

You do not state which programs applications you are using to create the folders data on each child It appears that you may require to consider using a database setup for recording sorting storage of records A computer is a device, that requires human input to operate efficiently Alas we humans do fail!!!!
