Managed to get this fixed - the only solution is abandoning the locked disabled account and re-registering the device with new different apple id This required resetting the device by making a request to have the activation lock removed with apple The request required the original receipt including the device serial number

Spam warning from getsupport apple com "unknown apply pay request" This is fake and a phishing attempt but I noticed when I googled the phone number, google says its a legitimate number with no results, so I'm creating this post so that it shows up when others search this number on google
