Like the Addict, it's for a tandem, probably with a mixte rear That device is bolted to the rear seat binder The cable housing loops from underneath, stops at the lower "L", then the cable loops up and over and pulls on the straddle cable of the brakes mounted on the rear stays I think I'd love to see one mounted on a bike
