The cleric in my campaign right now has a passive perception of 30 Took 1 level of rogue just for expertise, so his passive perception is 10 + 5 (Wisdom) + 10 (Double proficiency) + 5 (observant feat)

Without rolled stats (or tomes), it's impossible to hit passive Perception 20 by level 4 without Observant; the best you could do is Wisdom 18-19 + Perception Expertise, which would be 10 + 4 + (2×2)=18 passive Perception (a variant human could theoretically hit Wis 20, but they'd have no feats for off-class Expertise)

It is my understanding that expertise does not increase passive scores at all So your character's passive perception would be 10 + WIS modifier (+ PB if proficient)

Well, strictly speaking, Passive Perception is not a check, to which Expertise applies It's a static number So unless it's specified somewhere else in the text, my call would be no Yes it is, passive perception is an ability check; PHB175 Passive Checks: A passive check is a special kind of ability check that doesn’t involve any die rolls
