They're called roms because a lot of game systems use Read Only Memory to distribute their games, such as CD ROMs, gameboy cartridges, and whatnot Edit to add: gameboy cartridges do have a bit of writable memory included, to let you save your game CD ROMs don't, which is the excuse Sony used to sell absurdly expensive memory sticks
