If you are talking about the folder located at minecraft\assets\skins, that is just a cache of all player skins that have been downloaded, including your own skins (I only see a single skin, my own, in this folder, saved using an encoded name) and everybody else on multiplayer (so if you play online a lot it can get very large) Also, it is perfectly safe to delete the contents, and otherwise

EDIT: TMC mentioned that support for skins minecraft net, the source for skins in versions above 1 3 to just below 1 7 9, has been discontinued Also, I was planning on asking how to edit the skin manually in the jar file, but I've managed to figure out a simplier solution with a texture pack
