The system that owns the drive also has an account for the user that desires access The user that wants the access must map the drive to their system (this assumes that the permissions have been correctly set on the drive) and now the user can create folders on the shared drive

However running PLEX (client) from a google chrome device or amazon firestick they see the network shared drives without any problem provided PLEX media server is running on the Windows system Any reason why PLEX sees shared drives but the TV's don't themselves see the drives from the Windows system

Can you see the files in the folders with Explorer? I just tested what you did, and I can see the folders and files in the Video library for folder on my D: drive I can se the content I don't have your setup so can't test that, but I can get to them on my Desktop and on wife's lappy over the network via the Video library
