A mechanic can tell you if a rotor is "bad" without removing the wheel but they can't tell you it's good without taking it off As others have said, there are more obvious issues that can be identified without removing the wheel like lots of rust, a large ridge or potentially some heat stress cracks

I have absolutely no idea how parking brake is operating, but it is a foot parking brake Verify if the parking brake is working, put it on and then see if the car still moves On many vehicles the parking brake shoes are attached to the rear dust shield, if it's completely rusted out the the parking shoes wouldn't be held in place

These days brakes are usually pads and rotors, not worth the labour turning the rotors anymore A normal car can be $500 for brakes and rotors at a stealership and that isn’t an exotic car just a normal run of the mill, my local mechanic on the other hand is half that cost
