Contacted speedpak, they provided me a Canada Post tracking number Immediately contacted Canada Post, and via their online chat, I was confirmed by their agent the label on the package was NOT to my paypal address on file

Seller just provided the same Speedpak tracking number which I have included in my description of the issue 10 days later, paypal ruled in sellers favor, apparently, paypal does not NEED confirmation that the item is actually SHIPPED TO THE BUYER'S PAYPAL ADDRESS on file
